Budget 2023: What Employers can Expect
With Budget 2023 set to take place on Tuesday 27th September, two weeks earlier than originally scheduled, many business owners are already considering the impact on employer obligations and commitments.
At Paycheck Plus, our payroll experts have been combing through the various ministers’ comments to see what changes are likely to implemented as part of Budget 2023 and how it is likely to impact on your business and payroll.
With an overall package of €6.7 billion, Budget 2023 will prioritise cost of living issues as the Irish economy is currently under substantial inflation pressures.
The Minister for Finance Paschal Donohoe has already indicated that “a new third rate of income tax would be a significant change in our personal tax structure”.
The current structure of a two-rate income tax system would be drastically altered by the implementation of a third rate of income tax to reduce the tax burden for middle income earners. To ensure the viability and operability of the new structure, significant adjustments would need to be made to Revenue’s systems as well as to payroll software.
Rumours are also abound that remote working relief is set to increase. Some have called for a doubling of the €3.20 per day that is currently available to cover the cost of heating, electricity and broadband for employees working from home.
In other news families could receive a one-off double payment of the child benefit allowance. This would mean that parents with one child would receive a €280 one-off payment, while those with two children would get a total of €560.
While much is yet known, payroll complexity and the cost of employment is due to significantly increase over the coming year with the Government already introducing Statutory Sick Pay and Auto-Enrolment.
