Revenue Updates

Revenue Publishes List of Tax Defaulters

Revenue published the List of Tax Defaulters in respect of the period 1 January 2021 to 31 March 2021. The list is published in Iris Oifigiúil, in two parts.

  • Part 1: Persons in whose case the Court has determined a penalty relating to a settlement, or has imposed a fine, imprisonment or other penalty in respect of a tax or duty offence.
  • Part 2: Persons in whose case Revenue has accepted a settlement offer instead of initiating court proceedings, or a settlement has been paid in full. This list reflects the amount of a settlement that remained unpaid at the end of the period 31 March 2021.

ePSWT implementation

Tax and Duty manual  Part 18-01-05A – ePSWT implementation guidance – is updated in advance of the implementation of ePSWT on 1 July 2021. The paragraphs referenced below have been updated.

  • Paragraph 1 – updated to reference that payments to a charity that is exempt from tax are excluded from PSWT
  • Paragraph 3.2 – updated to advise that the ePSWT links are accessible in ROS from 24 June (in respect of Payment Notifications (PNs) from 1 July)
  • Paragraphs 3.3 and 10 – updated with information on the planned update to myAccount
  • Paragraph 4.2.1 – updated with information on an issue with ‘old style’ VAT numbers and the inability to use CHY or T-numbers
  • Paragraph 5.1 – information added on valid symbols allowed in the CSV and/or ROS
  • Paragraph 11 – updated with regard to ‘PAYE only’ specified persons.

Irish Real Estate Fund (IREF) July 2021 filings – updated Form IREF available

A new version of Form IREF is now available on the Revenue website. A new Tax and Duty Manual – Part 27-01B-03 – highlights updates and changes to the return.

Irish Real Estate Funds (IREFs) with accounting periods ending on or after 1 July 2020 and on or before 31 December 2020 are required to file this updated Form IREF on or before 30 July 2021, as provided by Section 739R TCA 1997.

ROS availability

Revenue’s online services will be unavailable on 12/06/2021 between 13:00 and 16:00 due to essential maintenance.

This will impact our public facing services for AEP Customs, Local Property Tax, Revenue Online Service for Businesses, Vehicle registration and myAccount during that period.

Please note that Direct Payroll Reporting will not be impacted.

Surcharge on undistributed income of service companies

Tax and Duty Manual Part 13-02-06 – Surcharge on undistributed income of service companies – has been updated in respect of Revenue’s view of the activity carried on by a “Management Consultant” in the context of section 441 TCA 1997.

Capital Acquisitions Tax – Collection and Enforcement Guidelines

Tax and Duty Manual (TDM) Capital Acquisitions Tax Collection and Enforcement Guidelines has been amended to reflect the following:

  • Technical guidance is provided in Sections 1 to 3.
  • A table of historic CAT Thresholds has been inserted into Section 1.4.
  • The content of TDM CAT Part 17 (Collection Issues) has been incorporated into Section 2. TDM CAT Part 17 is now archived.
  • A Request for Payment Template Letter has been added at Appendix 1.

High-Income Individuals’ Restriction

Tax and Duty Manual Part 15-02a-05 – High-Income Individuals’ Restriction for Tax Year 2010 onwards – has been updated to remove references to reliefs which were subject to the restriction (“specified reliefs”) but which are no longer operative. A list of reliefs deleted in Finance Act 2020 is included in the manual at Appendix 3.

Revenue seize drugs worth over €200,000 at Dublin Mail Centre

as part of routine operations, Revenue officers at Dublin Mail Centre seized illegal drugs, including 10 kgs of herbal cannabis, 250 Zopiclone tablets, 30 grams of butane honey oil and 305 tablets of MDMA, with a combined estimated value of €208,000.

The illegal drugs were discovered, with the assistance of detector dog Bailey, in parcels that originated in the United States, Germany, Spain, the Netherlands and Canada. The parcels were declared as items such as ‘toys’, ‘ice hockey equipment’, ‘cycling gloves’, ‘pillows’, ‘computer equipment’ and ‘backpacks’ and were destined for delivery to addresses across the country.

Investigations are ongoing.

These seizures are part of Revenue’s ongoing operations targeting the importation of illegal drugs. If businesses or members of the public have any information regarding smuggling, they can contact Revenue in confidence on Confidential Phone Number 1800 295 295.
